The Biden administration is imposing new regulations on airline fees and refunds. The Transportation Department announced on Wednesday that the final rules will precisely define when consumers are entitled to a refund for a delayed flight. Previously, this was determined by the airlines. Now the government specifies that refunds are due for delays of three hours on domestic flights and six hours for international flights. In a separate rule, the Transportation Department is mandating that airlines disclose the cost of baggage fees and ticket-change fees the first time travelers see a fare for their trips. Airlines will also have to inform passengers that they do not have to pay extra for a seat.
