According to the criminal complaint, Nicholas Lukens, 42, of Perkasie, is accused of entering into contracts with four homeowners for extensive home improvement work and taking large deposits, but failing to complete the projects.
Christal Ruth was last seen exiting a friend’s car after an argument in Hilltown near Spur Road and Bethlehem Pike on March 11, as per the police.
The decision allows for $39,000 for labor and equipment expenses but denies an extra $15,000 for the poles, steel cross arms, and electric materials.
