A federal appeals court has declined to lift an order preventing Texas from arresting and deporting suspected border-crossing migrants. Tuesday’s 2-1 ruling is the latest development in the back-and-forth legal battle over Republican Gov. Greg Abbott’s stringent new immigration law. Representatives for Abbott and Attorney General Ken Paxton did not immediately respond to requests for comment.
