Representative Mike Johnson (R-La.) stated on Sunday that he anticipates proposing a package containing assistance for Ukraine when the House resumes after recess, and he anticipates that this package will include 'some important innovations.'
During an interview on “Sunday Night in America With Trey Gowdy,” Johnson emphasized the challenging situation he's facing, with a historically narrow House majority. He mentioned that he's been working on developing a package throughout the current work period and plans to present it when the House reconvenes.
Johnson explained the need to build consensus in a time of divided government and the requirement for bipartisan support for certain measures, particularly when it concerns supplemental funding.
Johnson stated that efforts have been made to build consensus on the supplemental, and when the House reconvenes, a product will be presented. He believes this product will incorporate significant innovations.
Johnson suggested potential innovations such as extending a loan to Ukraine, which was previously discussed as a means to support Ukraine in a manner that might ease conservative concerns about providing additional aid while Ukraine combats Russian aggression.
Johnson also mentioned the REPO for Ukrainians Act, which would authorize the president to confiscate Russian sovereign assets frozen in the U.S. and distribute them to Ukraine for use against Russia.
Johnson discussed the potential of utilizing the seized assets of Russian oligarchs to empower Ukrainians in their fight, as well as the concept of providing a loan in a way that establishes a reciprocal relationship.
Johnson expressed a desire to utilize natural gas exports to undermine Vladimir Putin's war efforts and stated that there are sensible actions that should gain consensus.
“We’re putting that product together and we’ll be moving it right after the district work period,” Johnson said.
Johnson has indicated his intention to advance legislation providing funding for Ukraine, but the specific details have yet to be outlined.
House Intelligence Committee Chair Mike Turner (R-Ohio) said earlier on Sunday, expressed confidence in the overwhelming support for Ukraine funding when Congress resumes, echoing Johnson’s commitment to prioritize Ukraine funding upon their return.
“The Speaker has made very clear statements that when we get back, it’s the next top agenda, after having just passed all the bills that fund the federal government,” Turner said Sunday.
