The cargo ship Dali began moving at 12:51 a.m. Tuesday and within 30 minutes hit the Francis Scott Key Bridge while leaving the Port of Baltimore on the Patapsco River.
According to Maryland law, a state-licensed pilot was steering the ship, whose lights seemed to flash before the crash. Vessel traffic has been suspended going to and from the port, one of the busiest in the country.
